Voting Buttons -- Tracking Does not Always Work

I sent an e-mail to a distribution group consisting of about ten people in my
office using Voting Buttons. The Tracking tab on my e-mail in Sent Items
shows most, but not all, of the responses from the members of the group. The
e-mail has been in my Sent Items folder since I sent it (I did not move it
into another folder). My e-mail was sent in Rich Text Format. I am using
Outlook 2002.

Any idea why this would happen?
 
are all of the recipients using your exchange server? if not, the replies
may not contain tracking data that allows it to update the voting form.
