Volume Control Missing and Control Panel window for the device is

My control for volume is missing in the tool tray. If I try to use the
function key to raise and lower volume it will not move off of 40. I have
sound just no way to adjust volume. Any suggestions??

Start > Control Panel > Sounds and Audio Devices > Volume tab > Device
Volume section
