Voice Recognition Freeware?

Don't know if Office 2000 has it, but Office XP does. It's installed by

default on a non-custom installation. Tools, Speech, turn the language
bar on. Note, I did a lot of testing of this feature for a visually
impaired user. The voice Recognition is pretty bad. Any VR system will
take a great deal of training. You can try Microsoft speech at
http://www.Microsoft.com/speech/download/ but plan to spend a couple of
hours training it.

There is no language bar in my XP Home Tools/Speech.

Any suggestions please?
