voice recognition in vista -how to change the default language

Under Speech properites under Advanced speech options, the only language
listed is English and the settings button is greyed out. I downloaded the
French Language Pak installer but it looks like it never installed...i'm
running home basic. What do I have to do to use my Voice Recognition software
to dictate French?
