voice input

I have a handicapped friend who needs to be able to read
email, browse, the web using a voice command input. Is
there a good package out there for this?

I would suggest that any of the support groups for your friend's disability
would be far better positioned to help. They will have seen far more
instances of the requirement, and therefore have a better idea of the
suitability of individual packages.

Failing that, there must be some specialist groups/websites that deal with
this?

I had a quick look, and one that looked quite suitable (i.e. not too much
general nuisance posters), was alt.education.disabled, which is viewable
through Outlook Express' newsgroups, or through Google groups.
