Visual effects

I'm having trouble figuring out why the "visual effects"
for transition effects, smooth edges, etc are not
available (currently subdued) for me to configure in
the "Effects" tab of the Display Properties (in the
Control Panel). I used the PC help-to no avail. Where in
the Win2k should I go to make these options available?

Since Windows 95 font smoothing is not revealed in "Add/Remove Programs", I was not successful in correcting the problem. I searched the C: drive for anything that might relate to Windows 95 font smoothing to no avail. What do I do next? Not sure if I mentioned it before, the machine I'm having this problem on is Windows 2000. Please help.
