My windows vista on my laptop has shut down, and when I restart it it says
there are disk issues. So I run the program to clean the disk, and it just
gets stuck on the loading page.

Can I fix it?

Depends on the Laptop. Some are setup to allow easy replacement of a failed
HD, others not.
