Vista Upgrade

I upgraded my XP Pro to Vista Business. I cannot get into my old Documents
and Settings folder, so I can get my pst file. I do not see that folder on
my computer.

Look for a Windows.old folder.
It may be hidden.

Use File, Open OL Data File on the OL menu when you find it. Do not use Import.

Documents and Settings is not a folder, it's a junction point - a "pointer"
to the new location. Look in the Users folder for your personal documents
and data.
