Not in the EULA for the end user. The end user has no obligation to
search for a system builder's license on line. I guess Colin *likes* to
buy more copies of XP than he needs.

Builder Tech Team at Microsoft for interested system builders to answer
questions about the very requirement concerning the motherboard.

That was over three years ago, and is apparently no longer Microsoft's
view. Microsoft has more recently clarified the situation. See
