Does anyone know of a program that will let one adjust the Bass and
tremble of a usb speaker on a UMPC, or a way to adjust the bass in

Vista added some new audio processing features. An explanation of the
new features is here:
Vista audio enhancements revealed

Unfortunately the basic audio enhancements only include loudness
equalization, room correction, speaker fill, and bass management. None
of those will help with your needs.
The basic USB Audio driver from Microsoft only includes those four
basic enhancements.
I have a Realtek onboard sound chip and the Realtek driver includes
additional audio enhancements including pitch shift and an equalizer.
The combination of the pitch shift and the equalizer might give you
what you want.
I don't know if it is possible to get third party audio enhancement
addons that would let you add an equalizer and/or pitch shift to the
USB Audio. Anyone here know if third party Vista Audio Enhancement
addons are available?
You access the audio enhancements in the control panel
Control Panel >> Hardware and Sound >> Manage audio devices
Select the audio device and then the Properties button for that device
Instead of looking for a software solution you might want to go visit a
Guitar Center or similar "pro audio" music store. They have all sorts
of sound processing devices that may give you better results. For
example, multimedia monitors and small studio monitors give you better
and more clear sound that you get from computer speakers. They'll also
have equalizers and pitch shifters and other toys. They may also know
of software options. Bring the tablet PC to the store so you can plug
in different speakers and sound processors and see if it makes a
difference.
