According old software you suggested:
It is not possible to update the old software. Usually it is one time
written small software which is used with specific hardware. Measurement
equipment software. Nobody is updating such software and very often
company is not existing today. So how you can get updated software? And
actually we made usage statistic and it seems that there is quite a lot
of such small software on which many of the staff is dependent.

Why not update the old and maybe outdated 15-year application(s) first so it
may help employees do job easier and better?

If you have specific needs that rely on specific OS versions, you'll
probably be better off staying with that OS version.

Alternatively, hire a programmer and get the software updated or
rewritten.
 
Windows Vista works very well for many including on two of my older
computers.

If you think Windows vista "is the past", by all means stay with it.
No one is trying to suggest you do otherwise.
