Vista & Office/Outlook 2003

Everytime I try to open Outlook I receive the following message:

"Cannot start Microsoft Office Outlook. Unable to open the Outlook window.
The set of folders could not be opened."

I've tried reinstalling but the same thing occurs. Any solutions?

Create a new mail profile using Control Panel->Mail Icon.
