vista not remembering folder settings

Why does Vista not remember folder settings? I am really fed up with this. I
installed SP1 in the hope that it would be fixed - but it is not fixed.

Is there something wrong with my Vista setup, or is this an unfixable Vista
bug?

Right Click on Start
Select Explore
Navigate to the folder you want to retain the settings and click
Tools>Folder Options>View. (If you want all Folders to behave the same way,
just click Tools>Folder Options>View when Explorer opens.)
Scroll down the list to, Remember each folder's view settings, and put a
check in the box.
Click, Apply to All Folders if you want all folders to look like the one you
currently have open, or just click Apply for this folder and the others will
remain as they are.

You will want to set the View to what you want first. That is, you have to
select List, Details, Thumbnails, etc., then select the retention setting
and Apply.

By selecting Remember Each Folder's View Settings, when you open the folder
on subsequent visits, it will look the same as when you closed it. By NOT
choosing this selection, the folder settings will start over from the same
default each time you visit.
