Can anyone tell me where the folders for Vista Mail are located. I need to
bring my mail over from another machine. I tried to Import but that feature
does not seem to work very well!

Assuming that you mean Windows Mail in Vista, it will tell you:
Tools | Options | Advanced | Maintenance | Store Folder
 
If you move mail that way, it is likely to corrupt the Windows Mail database.
Use export/import.
