Vista Desktop Tool Bars

My friend just purchased a new PC from Dell. I saw that his Vista desktop
has a neat tool bar at the top center of the screen with icons such as
Explorer, Mail, Recycle, etc.

I'm running Vista Ultma and I don't have anything like that - is this
something that Dell put in?

Yes that is a new bar from DELL that actually however was created by
stardock..

Stardock has a similar bar you can download here:

there is a FREE edition and a PLUS edition

You can customize this as you like..
