I have a virus which does not allow me to install any type of anti-virus
software, search for anything containing the word "virus" or download any
kinds of patches or updates from windows update. What can I do?

Perform an online virus scan, #1 on this link:

You can always remove and recreate the partition, format and reload
everything. This will mash that bug for good.
