Virtual Memory Error ... No Paging File or to Small

(no response from w2k newsgroup, thought you guys could help)

OS = W2K w/sp4

During boot, I get a Virtual Memory Error stating that my computer has no
Paging File. It then explains how to set the Virtual Memory which is easy.
The problem is that it won't boot up. After I click okay on the error
dialog, the message comes back up again (in 5-10 seconds). Since this keeps
repeating, I can't full boot up to make the changes.

What do I do.

History: I had a HD Crash/Error. I restored from an image to another HD.
Now I get the error.
Note: Safe mode does same thing.

In xp,one could tap F8 key at start up,or restart,select safe mode,enter as
administrator,make the change to "let system manage" in system properties,
close out restart computer.

I do understand you post here for widerly suggestions. However I think I
must stated that Microsoft does not support the installation with Ghost
since we do not learn more about the technology of Symantec Ghost of
Windows XP. We recommend using sysprep tool to perform a clone installation
and let us know if the same issue would appear. I would like to provide you
with the following information for your reference:

You can get the Sysprep 2.0 tool (for Windows XP) from the Windows setup CD
\support\tools\deploy.cab
