Viewing JPG pictures with browser

I am using Windows 98 and IE 6.0. Recently I found that I am unable to view jpg images on any web pages saved on my computer. When I make a web page on Front Page and insert pictures all is well until I click on preview. No pictures! Just little red crosse although the pics are in the same folder as the HTML file. I have tried Settings/Folder options and set it to open JPG images with my browser. All the icons of the images change to IE icons but still fail to open. When on-line I have no problems opening JPG images on any website I visit. Even with Microsoft PictureIt I experience the same problem. If I want to view a card made for Active Email, the browser open but no image
Please advise.
