Viewing Detailed Header info

We're getting a rejected email from a location we are sending to. We want to
view the detailed header info, in the bounced reply, how dow we do that in
Outlook XP ?
 
Normally, we just open the mail item, select View, Options and we can see
the Internet header. In this one case when you select View, "Options" is not
a choice. What am I encountering ? Thanks
 
was the original message attached and are you looking at it's header?
