Video Framing capabilities?

I have a video I'm putting together for a birthday and want to frame out the
video clip with some confetti or something like that. Is there a way to
overlay a frame or border on top of a video clip within Movie Maker?

Also, does anyone recommend any good add-ons for Movie Maker like additional
transitions or effects?
