Video Card(s) won't install

WinXP Pro, SP-2:

I came in to work this AM and booted my system and it came up in 640x480.
I was able to change it to 600x800 but...I cannot set the refresh rate and
the flicker is driving me nuts.

Device manager says hardware problem so...

I swapped original ATI Radion 7000 with a good 'ole TNT2 from another box.
Cannot install driver on that either.

Put another ATI Radion in and still same problem.
Boot to safe mode, ran full virus and spyware scan. No problems found.
Ran DriverCleaner and reinstall..no joy there either.

Ran DxDiag (v9.0c) and it found Directx.cpl out of date but reinstalling DX
did not fix that issue at all.

I am lost on this one. Any help would be great...

Your card needs Windows XP compatible drivers. Search the appropriate
website for them.

I guess I did not make my post clear.

This machine was working perfectly yesterday. I booted this AM and it
manifested the above problem. I removed the drivers, downloaded and
installed DX9c and the latest ATI driver for Windows XP. No help. I
removed all traces of ATI, installed a known good nVidia TNT2 and
downloaded then installed the latest driver for WinXP. No help. I have
done all I know to do.

I just had a brain fart and installed a PCI nVidia card and it still has
the same problem. Also uninstalled SP2 to no avail. Guess it is backup
time and reinstall..;-[
