Via EPIA motherboard USB problem

I am running Windows XP Pro and 512MB of RAM with an 8GB HDD, a CD-ROM
drive, and a Netgear USB network adapter. I have been experiencing
some very strange things with my USB ports lately -- they sporadically
quit working. Occassionly they will try to function or the front ports
will work, but only for some types of operations, while the rear ports
are completely out. Then the situation flip-flops and the front ports
work, but now with the USB adapter (my memory stick and such will
work). I have installed the latest VIA drivers and filters but this
has not done any good. Is there any way to test the USB ports at the
hardware level (that does not require extensive equipment)? Has anyone
had any luck getting VIA to replace a defective board? Does anyone
know who to contact at VIA regarding this as I have sent 8 or 10
messages to them and I have never heard back.
