Very slow opening of IE

I have an XP machine. I don't know how long this has been
happening but it currently takes about 20 seconds to open
IE even when I close it down and reopen immediately. I
have a similar situation with Outlook Express.

Also, I find some other apps, namely MS Office, also
suffer with slow opening although they tend to speed up
once they've been opened/closed a few times.

My machine is an AMD Athlon 2000+ with 256Mb RAM. The
machine is defragged and kept free of junk/temp files.
The machine runs well and I don't have any other problems.

Any ideas welcomed!
