Very odd behavior

When I click on a llink in my browser nothing happens.

So I opened the task manager to see if what I could see and discovered that
every link I clicked on did, in fact, open a new browser window. But the
window doesn't appear on my desktop and an icon for the window doesn't
appear on my task bar.

So I right click on the window/task that I'm interested in and the only two
options that work are "End Task" and "Maximize."

When I maximize the window it appears on my desk top. The icons on the top
right of the window are incomplete. Close is there. But minimize and
restore are not there.

This makes surfing possible, but remarkably difficult. Anyone have any idea
how I can make my browser behave properly?
