New Explorer window opens in minimized state

Running IE 6.0 on Windows 98se. When I open a new browser
window, it is minimized. I have to right-click on it in
the task bar and choose maximize for it to appear. How
can I reset this so that the new window open automatically?

Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window last.
