I have a number of documents which outline our procedures. A number of staff
have permission to update these procedures. I'm looking for a way to have a
"Version Number" in the footer automically increase by one increment each
time the document is saved.

Insert this field in your footer:

{ DOCPROPERTY "RevisionNumber" \* MERGEFORMAT }

You insert the field brackets {} with CTRL+F9

Now, can I get the fields to refresh each time the document is opened?

How about Tools --> Options --> Print --> Update fields ?

This is just a guess because I don't have an EN Word, it's all NL here.
