Using Watermarks on labels

I'm trying to print labels with a watermark in each individual labels
background; I can get the watermark to cover the entire page, but not as a
"background" on each label. Anyone have any ideas?

Did you ever get an answer to your question? I am having the same problem in
trying to create name badge labels for a conference that I can use the merge
program for.
