Watermark Question

I'm trying to print labels and use a picture as a Watermark. I can get the
pic to the label as a Watermark, but I'm having trouble typing text over the
watermark (and changing the font of the text after it's typed). Any ideas? I
can't use WordArt b/c I'm using a jpg, not actual text, as my Watermark.
