Using the SendTo Right Click Menu with a Specific Outlook Custom F

Is it possible to update the SendTo right click menu so that the user has the
option to send the file using a specific Outlook Custom Form?
 
No, the right click command is a system call triggering the system's default
mail application. Outlook doesn't have any part in this since the command is
handled completely by Windows.
