I purchased a new pc and it came with XP Home installed
and I also have a cd/rw and a dvd drive.
It there any software in XP that allows me to write and
rewrite to the cd/rw?

It seems you are assking about burning a CD and not a CD_RW; a rewritable
disc?...There is a HELP Menu that is part of XP, it is meant to answer
questions like this, and, Yes, there is CD burning software in XP, but it
will only write and erase the whole disc if it is a re-writable (cd-rw disc)

No, in my (admittedly limited) experience with WinXP, the bulit in CD
burner software will write to a CDR just fine. It won't, of course let you
re-write to one, but neither will anything else, either...
I have even done a multisession burn of a CDR with the built-in XP stuff

Hope this helps, and, as always, your mileage may vary,
