using system restore without a working windows xp

HI group!

I have the following situation that drives me crazy: Before installing the
service pack 2 i made a backup of the system state. After installing the sp2
windows shot the boot sector and also installing a parallel system to get a
new boot sector did not work after editing the boot.ini. I know have the
problem that I can not start even in the "secure mode with prompt" (hope
this translation is ok...) to start the windows recorvery
"%systemroot%\system32\restore\rstrui.exe".

Does anyone have an idea how to restore a system state without a working
windows - I also have WIN PE but did not have a chance to start the
"%systemroot%\system32\restore\rstrui.exe".

I would appreciate every help!

Can you boot from the Windows CD? Perhaps that would allow you to run a
restore?

Well I can boot from CD - but a kb article says that the recovery console
can not start the rstrui.exe

Any other ideas? (I am happy for every!)
