System Restore not working

I have XP Pro SP2 on a Toshiba Satellite laptop. System Restore is no longer
working. I cannot open the System Control Panel, and System Restore does not
start from Start | Run | %SYSTEMROOT%\System32\Restore\rstrui.exe. Windows
Update no longer works because it cannot make a Restore Point before
installing the updates. Software installations have also stopped working,
since they get stopped trying to make a Restore point before installation.

So I am pretty stuck.

Otherwise, my system seems to work pretty well. :)

Any suggestions for repairing this?

Thanks for the response; I'll check it out.

I apologize for posting twice. Neither my message, nor your responses, are
appearing in my newsreader Inbox. When I do a "Find" they appear in the
results box, so I can view them, but they are still not in my Inbox. Time to
use something other than Outlook Express, I guess.
