Using "Run As" returns "Overlapped I/O operation is in progress"

I'd like to use the "Run As" option for running an aplication with
different credentials.
When specifying domain-or local admininistrator-user information, it
succeeds.
When specifying some other domainuser-logon information, I get an error:
"Overlapped I/O operation is in progress."

What goes wrong?
Secundairy Logon Service (Win XP Pro) is running.
I'm local admin on my computer.
Specified user is a valid domain-user (with local admin-credentials).

Installing the 828028 Windows Security Update did NOT make any
difference.
Anybody else?
