Using Rules to assign Categories

I'd like to have a rule that assigns categories to messages as they land in
specific folders. Currently I can assign the category as the message is
delivered to me but I don't see any way to have a rule affect messages as I
move them between folders.

Any idea?

You can't. Rules only take affect when the message is being received or when
run manually. You can however do the last against a specific folder.
