Using he XP Developers kit

I am trying to install a runtime version of XP on a system
with Office 97 Professional on it, While running hte setup
program I get the following message

The Office System Pack Cannot be installed on this system
because the languages are not the same. Install the office
system pack for the apprpriate language on your computer.

Any clues on how I would resolve this

Try to uninstall acc97 and Xp, next install runtime and then install acc97.
