Using FP2003 with site designed with FP2002

I recently purchased Frontpage 2003. I designed a website
in FP2002. When I make changes to the website, (using
FP2003, the changes don't appear unless I make the change
a second time.
I access my website by opening FP and then connecting to
my site. Should I FTP my site to my server?
