Using a custom Task form in a public folder

Here are the specs:
Win XP Pro SP1
Outlook 2002 SP2
Exchange 5.5

Here is the background:
I have created a custom form to be used in a public task folder. I
tested it thoroughly on my computer, in my task folder, with the form
in my personal forms library and it works perfectly. I have published
the form to the "Organizational Forms Library". Using properties of
the public folder, I have selected the custom form to be used as the
default form for the folder.

Now, the issue:
When I try and add a task to the public folder, I get the following
message "The custom form could not be opened. Outlook will use an
Outlook form instead. The form required to view this message could not
be displayed.Contact your administrator".

This is extremely frustrating, as I have spent three days searching
both TechNet & Google for some answers, as well as using "Building
Applications for Outlook 2000" Technical Reference. I have tried
everything I can find, but to no avail.

Here is the interesting part though, If I open the form (the .oft
file) from my hard drive, "publish as" to my Outlook Folders, and then
open the form from my task folder using the Tools-Forms-Choose Form,
it will open up from the public folder with no issues.

This is hit or miss on other machines, sometimes I can do the same
thing on a different machine and might or might not work at all.

I want for all users within the company to be able to use the folder
with the custom form, WITHOUT having to "install" this on all
machines.

Any help would be appreciated.

You may want to open the form in design mode from the public folder, then
check to see if any custom fields you created are in the user defined
fields. I'm not sure if this is a problem, but I recall having a similar
problem once before.
