Users on a Partitioned Drive

My compuer has the OS installed on the C drive, and room for other data on
the D drive. When I created a user, all of the user documents folders were
created on the C drive. I created duplicate folders on the D drive, and
modified each shortcut (using the location tab) to point to the folders on
the D drive.

Question 1:
When I create another user, all the user documents folders are created on
the C drive again. Is there a way to make windows create user data on the D
drive by default?

See if this is the same method that you used in this tutorial.

The method i used is the same as the tutorial.
The folders will still show up on the C: drive, but the contents should
be actually stored in the new location specified in the Location tab.

Right, but that is not the question I was asking. I want to know how to
make the personal folders of any new user automatically show up on the D
drive instead of the C drive.
