Users kick each other off when connecting from same Office

All,
We are currently using Windows 2003 RRAS server for client to site vpn.
This is working great. However when we have two remote users working in the
same remote office, trying to connect via client VPN, the requests boots the
other person off, and they are unable to ping, etc. We dont believe the
firewalls are the issue. We have tested this in different environments using
cisco-cisco, cisco-juniper, and juniper-juniper setups, and still the same
result
Any help would be appreciated.
