usernv not closing after loading Outlook 2003

I am running MCE 2005 and use Office Standard 2003 with Outlook for email.
As soon as Office was loaded my user file no longer closes and releases the
classes file when I shut down or restart my PC. Therefore the user file is
not being properly reconciled.

I use a dialup connection to connect to Internet with local ISP. Outlook is
set to connect thru phoneline. I have built in LAN port that is not plugged
into anything.

I recently loaded Windows Live Messenger--Windows Messenger that comes with
MCE 2005 was used before with a different account. I setup a new hotmail
account after loading Windows Messenger Live.

Also using Norton Internet Security for firewall and antivirus.

My profile was closing fine before I loaded Office. It seems that one of
the host service entries is not closing when I log off or shut down.

How can I correct this?

Wow, so much info and so little related to Outlook.
The only thing of interest is; is the outlook.exe process still running
after you close Outlook manually (wait up to 3 minutes) when you want to
close down your PC?
