userinit.exe failure (0x000012d)

When I try to log on to any user account, I get a message
regarding userinit.exe that says "The application failed
to initiate properly. (0x000012d) Click on ok to
terminate application." I then have to reboot. This
happens every time so I can never get signed on. Just
prior to this starting, I got a message that "Run DLL as
an app has experienced a problem and needs to shut down."
(Or something like that) that quickly went to a blue
screen. This happened a couple of times but only when I
signed on the AOL. Any ideas on how to fix this?
