Userinit.exe - Bad Image

I am having problems booting a windwos 2000 SP4 machine.

Once you attempt to log on to the PC, does not matter if it is the computer
or the company's domain, an error window pops up. The window is titled
"userinit.exe - Bad Image." The error message is "The application or DLL
C:\WINNT\system32\WINSPOOV.DRV is not a valid windows image. Please check
this against your installation diskette." Then I click the OK button and
the PC hangs in with a blue background screen. I can get into the
CRTL+ALT+DEL menu, but that is it. I would greatly appreciate any help.

You will see the error message: "is not a valid windows image" which usually
points to file corruption. Replace the file from your original media.

Before I read your respone, I attempted running the fast emergency repair
and now the error I get is "userinit.exe - Ordinal Not Found" "The ordinal
175 could not be located in the dynamic link library USERENV.dll" It still
hangs at the blue background screen when I click OK. I assume I should
still try to replace the file, but how is this done? Thank you.
