userenv error 1054

After I join an XP pro machine to a 2003 domain, I get
the following error in each computers log:

Windows cannot obtain the domain controller name for your
computer network. (The specified domain either does not
exist or could not be contacted. ). Group Policy
processing aborted.

This is causing our group policys not to push
down .msi files through the Active Directory.
