How do you prevent the creation of -OR- delete user and group accounts
?

Example : Power Users

How do you add user and group accounts so all fields are filled ?

Example :
<Name> <Full_Name> <Description>
<IPSEC> <IPSEC> <IPSEC Service Account>

How do you run as/log on as system services under there own system
account ?

Example : Say I would like to have the IPSEC service run as/log on as
user ipsec instead of Local System

Plus :
+ Enable Option : User can not change password
+ Enable Option : Password never expires
+ Tab Option : Member of == None/Empty

: From the command line? Not sure that can be done. Never tried it
: myself.

I have seen it done by bind on a windows machine.

One more how do I rename user & group accounts during the deployment
process ?

Example : Rename group "Administrators" to "NEW_NAME"
