User Password Changes

I have a user that has Adminstrator Rights. He changed his password for his
login. I still have the Administrator Password, so I can still get on his
computer. The questions is this:

Can I log on as administrator and change his password for his login?

I'm not sure if there's a problem or not but the User Password dialog will
not come up.
Nothing happens when I execute User Accounts.

Hi,

Boot tapping the F8 key as the BIOS information goes by. At the Windows
Advanced Options menu select Safe Mode. On the welcome screen select
Administrator. This is the hidden Administrator account (not intended for
day to day use) and assuming a password was never assigned to it click enter.
Account changes can be made from Control Panel, or:
From there go to Start - Run and type

control userpasswords2

then press enter. From there you can select any user account and Reset
Passwords, add/remove accounts or change account type.

I already know that "control userpasswords2" does not work. Same issue,
nothing happens.
I will try your first option and let you know.
