user login fails to load desktop

Coomputer boots up to login prompt. When user types in
name and password its states in loading but only a blue
screen and system tray appears along with the infamous
hour glass and hands

When logging in under a different user, their parameters
load and that specific desktop appears and is operable.

How do I get the other users desktop back?

press
left ctrl + left shift + esc
together

Task Manager opens

Click on process tab and stop any explorer.exe process's

then
File
New Task (Run..)

type
explorer
click OK

Desktop should start.

You may be better off now moving user files and settings to a safe are
and deleting the errant profile and recreating it to ensure that any
corruption is eliminated.
