User interface on Windows not loading

In the recent days I have reinstalled Windows several
times and even reformated my hard drive, but after 5 or
so restarts Windows fails to load the user interace. I am
still able to run programs through the Task Manager, such
as Norton. No viruses were found and I cleared out
spyware as well, but this does not help. If anyone know
how to fix this problem I would appreciate the help.

Hi Mark,

Run the Taskbar repair from here:

Also, while in Task Manager, end the process on explorer.exe then go to
File/New Task and type in: explorer.exe
