User Installed printer drivers

I need Domain User accounts to be able to install printer drivers locally (thru 'Add printer')on a remote access laptop. But I don't want them to have the right to install other drivers
I have Disabled the Security Option that restricts users installing printer drivers via the Group Policy snap-in but this hasn't let them install printer drivers
Any other ideas how I can enable this

If the user is part of the Power Users local group, then they can install
printer drivers as long as they don't require user interaction (generally,
if the driver is included with Windows 2000).
- Power users do not have the rights to install Plug N Play drivers (ie.
through Add Hardware Wizard)
- Power users do have the right to install programs, which may include
their own drivers

You will not be able to give plain User accounts the right to install local
printers (they can install network printers though)
