User can't logon

I have 3 user accounts on my computer. One admin, one user(me) and one
user(my wife). If the admin and me are logged out, my wife can't logon. I
have to be logged on for her to access her account. Why?

Can't tell - you need to tell us what exactly happens when she tries.

The computer starts to logon then stalls. It waits 15 to 30 seconds then
the logon screen is back. If I'm logged on then her account logs on with no
problem.

I suspect that she has a corrupted profile. I would create another
account for her to see if the problem extends to that account. If it
does not then you could copy her files from the old profile folder
to the new profile folder.
