User Cannot View Embedded Graphics Until She Forwards Email

One of my users is having an odd problem.

If she receives an email containing graphical images, some of the graphics
show up fine, but others are blank frames with the familiar red X in the
corner. Now I know the graphics are present and she has the means to view
them all, but for some reason some of them (the same ones) don't show up.

But if she forwards the email on to someone else all the graphics show up
right away.

I already know that it is not the Outlook settings which block graphics by
default which are causing the problem, and I know that it is not her Outlook
profile. Keep in mind that some graphics are find but others don't show up,
and they are all embedded directly in the message (not attached).

Anyone have any ideas?
